Global Research Center for Education Policy and Planning (GEPP) was established on August 1, 2025, at the Graduate School of International Cooperation Studies (GSICS), Kobe University. GEPP aims to promote research on education policy and planning from a global perspective while advancing international collaborative research and human resource development.

To conduct research on education policy and planning effectively and efficiently on a global scale, GEPP consolidates the knowledge and experience accumulated through the long-standing practices of GSICS. At the same time, GEPP collaborates with international organizations, bilateral aid agencies, ministries of education in various countries, NGOs, and other relevant institutions. Building on the knowledge generated through these partnerships, GEPP promotes policy-oriented research in the education sector.

GEPP also seeks to build domestic and international networks from a practical perspective in the field of education and to further promote international joint research. Through the establishment of GEPP, the following outcomes are expected: (1) research on education policy and planning will be strengthened; (2) international collaborative research in these fields will be expanded; and (3) human resource development related to education policy and planning will be advanced.

The outcomes of these activities will be widely disseminated both domestically and internationally through publications, as well as public symposia, seminars, and other events organized by GEPP. Furthermore, GEPP will provide training programs to enhance the capacity of officials from ministries of education in various countries, thereby contributing to the formulation of education policies and educational plans worldwide.
