2026 Antarctic Governance Seminar Trail map
Kobe PCRC is planning to organize a series of seminars and symposium in conjunction with the Hiroshima ATCM/CEP (11–21 May 2026). We welcome those ATCM and CEP delegates and attendants to join wider Japanese and international public, media and academic communities to consider their agenda, reflect their achievements, and discuss remaining challenges for more resilient Antarctic governance into the future. Each event will have its distinct audience and merits, as described below.

You are free to cancel your interest at any time until the official registration commences. For Awaji symposium, Kobe PCRC has already made a block reservation at Grand Nikko Hotel with special discount rates. Pre-registrants will have priority in securing those rooms.

Event Information

Trail 1 10 May 2026 (Sunday) – Hiroshima

3rd Kobe PCRC/KOPRI ATCM back-to-back Antarctic Governance Seminar
“Peace and Science in Antarctica: A Message from Hiroshima”

Venue: Hiroshima Peace Memorial Museum (access map )

Objective: This public seminar will be held just before the official start of the 28th CEP/48th ATCM. Bringing together the key persons of the ATCM/CEP as well as experts and scholars of Antarctic science and governance, this seminar will highlight the main agenda items of the Hiroshima ATCM/CEP and will discuss their significance for the current and future governance of the Antarctic. This is a part of education and outreach events, with targeted audience being ATCM/CEP delegates, international and local media, and international and local diplomatic and academic communities.

Format: English only (no simultaneous interpretation); in-person participation only (maximum 60 persons); no live streaming; completely public event with no restriction to access the seminar venue; pre-registration required without registration fee.

Trail 2 22–23 May 2026 (Friday & Saturday) – Awaji Island

Kobe PCRC 6th Antarctic public symposium
Achievements at Hiroshima and Remaining Challenges for Korea ATCMs

Venue: Awaji Yumebutai International Conference Center (access map )

Expected Schedule: The symposium will start with a keynote speech and plenary panel on Friday, 22nd, in the late afternoon, followed by a welcome reception. The symposium will continue from the morning of Saturday, 23rd and will end before 16:00. The participants will be able to catch a return flight leaving on 24 May, Sunday, either from Kansai International Airport (KIX) or Tokyo Haneda or Narita Airports.

Access from Hiroshima: An easy Shinkansen (bullet train) ride to Shin-Kobe (70 minutes) and a limousine bus direct to the symposium venue (60 minutes).

Objective: This public symposium will be held right after the Hiroshima ATCM but in a more relaxed atmosphere at a resort complex with the world of ANDO TADAO in Awaji Island, Hyogo Prefecture. This out-of-diplomacy setting will promote frank exchange of opinions amongst the ATCM/CEP delegates, academia, civil societies, media and general public on the achievements of Hiroshima ATCM/CEP and the remaining challenges towards the 2027 ATCM in the Republic of Korea. The organizer intends to invite key players, including the ATCM Chairperson, WG and CEP chairs, and representatives from Observers and International Experts, as well as local and international civil society members and scholars.

Format: English and Japanese (simultaneous interpretation); in-person participation only (maximum 80 persons); no live streaming; video-recorded for later YouTube viewing; completely public event with pre-registration; registration (reception) fees may be required.

Trail 3 26 May 2026 (Tuesday) – Kobe

PCRC/GSICS International Law Seminar
Responding to the Call for Reform: The Present and Future of Antarctic Governance

Venue: Kobe University Rokkodai Campus (access map )

Objective: Inviting scholars and students of international law and Antarctic governance from Kobe University and other universities in Japan and abroad, this academic-oriented seminar will examine some of the calls for reform in ATCM and CEP. This seminar will also examine the papers being prepared for The Polar Journal in its Special Issue with the same title. This will be an excellent opportunity to engage with Japanese graduate-level students studying and researching international law and Antarctic governance.

Format: English (partially in Japanese); casual, classroom-style workshop; in-person participation only; public event within the university; tea-party / casual dinner may follow with the interested students.
